On June 30th, 2023, the Minister of the Ministry of Public Security has promulgated Circular No. 22/2023/TT-BCA amending several templates attached to Circular No. 04/2015/TT-BCA on template documents relating to the exit, entry and residency of foreigners in Vietnam (“Circular 22”).
Subsequently, Circular 22 has amended and supplemented several templates on visa, exit, entry and residency of foreigners, including the following:
(i) Supplement the template of Viet Nam E-Visa Application Form (Form NA1a). Consequently, foreigners can now apply for electric visa (“E-Visa”) more conveniently.
(ii) Amend and supplement several contents in the Sponsoring Application Form For Foreign Family Members To Enter Vietnam (Form NA3). Specifically:
- Supplement Citizen ID to Section I.6 on requirements on legal documents of the Sponsor;
- Vietnamese citizens and foreigners with Permanent Resident Card are no longer required to have the Sponsoring Application certified.
(iii) Amend and supplement several requirements to the Application Form For Visa Issuance, Stay Extension for temporary residence foreigners in Vietnam (Form NA5), specifically:
- Amend the requirement on photo submission in which only if the applicant request the issuance of a separate would the photo submission be required.
- Vietnamese citizens and foreigners with Permanent Resident Card who are applicants/sponsors are no longer required to have the Form certified.
(iv) Amend several contents of the Sponsoring Application for Temporary Resident Cart Issuance (Form NA7) specifically as follows:
- Amend Section I.4 on Permanent Resident Address (according to permanent household registry) to Permanent Resident Address (according to Identity Card/Citizen ID);
- Supplement Citizen ID to Section I.5 on requirements on legal documents of the Sponsor;
- The Sponsoring Application For Temporary Resident Card Issuance no longer requires certification from competent authorities.
(v) Amend and supplement several contents in Sponsoring Form for Foreigners Permanently Reside in Vietnam (Form NA11), specifically:
- Supplement Citizen ID to Section I.5 on requirements on legal documents of the Sponsor;
- The Sponsoring Form for Foreigners Permanently Reside in Vietnam no longer requires certification from competent authorities.
(vi) The Application Form For Permanent Resident Card Renewal/Reissuance (Form NA13) no longer requires certification from competent authorities.
(vii) Amend and supplement several contents in the Application Form For Family Members To Enter Restricted, Border Areas (Form NA15), specifically:
- Supplement the requirements on Citizen ID/Passport;
- the Application Form For Family Members To Enter Restricted, Border Areas no longer requires certification from competent authorities.
(viii) Supplement the template Official Letter on responding to the request for e-account issuance (Form NB8).
(ix) Supplement the template for Separate Visa (Form NC2).
(x) Supplement the template for E-Visa (Form NC2a).
Circular No. 22/2023/TT-BCA shall enter into force on August 15th, 2023.
